Jeffery T. GatesDr. Jeffery T. Gates offers more than 15 years of experience combining his skills in student affairs and enrollment management by utilizing effective admissions, recruitment, retention, and financial aid strategies. He has served both the private and public sectors. He is currently vice president for student affairs and enrollment management at Utica College (NY).

Previously, Dr. Gates served as director of enrollment services for the State University of New York system administration working on recruitment strategy for the 64-campus system along with oversight of the Recruitment Response Center. Before that, he served as director of enrollment management at Binghamton University. He began his higher education career at Bryant University after spending time in the corporate world focused on operations and effectiveness.

Dr. Gates implemented several computer systems (student information systems and CRMs) while at Binghamton, leading to efficiencies in operations, enhanced communication flows, and coordination of student records for multiple areas. Binghamton saw increased visitors to campus—from 15,000 annual visitors to over 30,000 during his tenure.

Utica College’s tuition reset announcement in 2015 gained national attention. As the co-architect of the reset, Dr. Gates was intimately involved with the research, planning, launch, and execution of the plan.

Additional highlights at Utica College include:

  • Created the first strategic enrollment management plan.
  • Increased diversity of the undergraduate admissions team.
  • Increased online enrollment from 1,490 in fall 2013 to 1,760 in fall 2015 (18 percent growth). 
  • Successfully merged the enrollment management and student affairs divisions into one cohesive unit.
  • In fall 2015, increased freshman applications 40 percent and enrolled the largest freshman class in college history of 645 freshmen from 471 the prior year (37 percent increase).
  • Increased SAT critical reading and math total by 49 points over two years while also increasing the number of students in the top 20 percent of their high school class by 14 percent. 
  • Assisted with the design, layout and fundraising for the Cynkus Family Welcome Center.
  • Increased net tuition revenue per student for the fall 2016 incoming class by 9 percent year over year.
  • Best overall retention rate in 15 years and best-ever freshman fall-to-spring retention for fall 2015 cohort of 90 percent.


Dr. Gates received his bachelor’s degree from Bryant University (RI), master's degree from Binghamton University (NY), and doctorate in law and policy from Northeastern University (MA).
