James Steen consults for Ruffalo Noel Levitz from his position as vice president for enrollment management at Houston Baptist University (TX). As an enrollment manager, he offers hands-on experience and advice on a wide range of admissions, marketing, recruiting, and enrollment management issues.
 
Under his leadership, freshman enrollment at Houston Baptist University more than doubled in the first two years, while also achieving an increase in the mean SAT and a reduction in the admit rate. Mr. Steen also oversaw the creation of a student success center model for the institution that includes an early alert program, learning cohorts for the majority of incoming freshmen that are anchored by a freshman year seminar course, quality service initiatives, and a learning center for academic support and other student services.

Previously, Mr. Steen served as assistant vice president for admission and enrollment services at Baylor University. His efforts at Baylor helped the university realize a 21 percent increase in new freshman enrollment over five years, which also included a 10.5 percent  increase in students of color and a 26 point increase in the mean SAT. He also managed the university’s marketing initiatives, implemented new recruitment strategies, and conducted enrollment research to help guide Baylor’s efforts in these areas. In previous positions at the campus, Mr. Steen was directly responsible for the communication flow to prospective students, planning hosted student receptions, and organizing visitation days and other special events. He is currently using his experience in recruitment and enrollment to consult with Columbia International University (SC), and has previously consulted with LeTourneau University (TX), High Point University (NC), Mount Vernon Nazarene University (OH), the University of Sioux Falls (SD), Seattle University (WA), Oklahoma Baptist University, Dillard University (LA), Welch College (TN), and the University of Texas–Pan American.

Associations, awards, and education

Mr. Steen has served as president of the National Association of Baptist Enrollment Professionals and is a certified 7 Habits facilitator. In 2007, The Chronicle of Higher Education named Mr. Steen to its list of 10 Admissions Deans Who Are Shaping Their Field.

While serving at Baylor University, Mr. Steen received the 2006 Marketing and Recruitment Excellence Award from Ruffalo Noel Levitz in recognition of exemplary programs, services and strategies that impact enrollment.

He holds an MBA from Baylor University and is a PhD candidate at Azusa Pacific University (CA).
